Covid Aid Wrongly Paid Out

They reviewed a special report from the Audit Office, which focused on the Ministry of Labour and Social Insurance for the years 2020 and 2021. Although the report was mainly about those two years, it also covered some aspects of Covid-related benefits in 2022.
Labour Minister Yiannis Panayiotou admitted that verifying whether applicants for Covid-related assistance were eligible was difficult during the pandemic. He said that there were significant problems with government databases not being able to communicate effectively, which led to the disbursement of Covid aid wrongly paid to ineligible recipients.
Efforts to Recover Covid Aid
The government is now trying to recover the funds that were mistakenly given out. According to data from the Ministry of Labour, the total amount of recoverable funds so far stands at €11.9 million. However, this is only the amount that has been identified; the process of identifying more cases of Covid aid wrongly paid is still ongoing.
Out of the €11.9 million identified, the government has managed to collect €4.3 million. However, some beneficiaries of Covid-related aid have successfully appealed the government’s attempt to recover the funds, which has allowed them to keep a total of €3.7 million. This leaves €3.3 million still pending recovery.
The Scale of the Issue
The Ministry of Labour alone handed out nearly €1 billion as part of various Covid support schemes during the pandemic. A significant portion of this aid was distributed to people who were not eligible to receive it. The Audit Office acknowledged that it cannot provide an accurate estimate of how much Covid aid was wrongly paid out because of the limitations of their work at the time.
In its report, the Audit Office recommended that the necessary steps be taken to recover funds given to ineligible recipients. The office also emphasized that it is impossible to estimate the total amount of Covid aid wrongly paid due to the challenges they faced during the pandemic.
Challenges in Identifying Ineligible Recipients
Marios Petrides, a spokesman for the Audit Office, told the Cyprus Mail that the true extent of Covid aid wrongly paid remains unknown. He emphasized that many businesses and individuals who were not eligible for aid still managed to receive financial support. For example, some businesses that never had to close or lay off employees were able to get assistance during the pandemic.
On the other hand, some people who genuinely lost their jobs because of the pandemic never received the compensation they were entitled to. This highlights the complexity of the issue and the challenges the government faces in recovering Covid aid wrongly paid.
The Government’s Covid Support Schemes
Between March 2020 and October 2021, the government of Cyprus introduced several Covid support schemes to help people and businesses survive the financial impact of the pandemic. These schemes were rolled out in 20 phases. The Ministry of Labour checked applications for the first three periods and for periods 10 to 13. For the other periods, the government outsourced the task of checking applications to private-sector professionals.
The support schemes were aimed at self-employed individuals and small-to-medium-sized businesses. While these efforts were meant to help those most affected by the pandemic, the disbursement of Covid aid wrongly paid to ineligible recipients became a significant issue.
The First Cases and Lockdowns in Cyprus
